I need help with an electrical issue.
My name is Paul and I think this is my second post. I live in South Wales, UK.
I have a 2008 Ural which I stopped riding about 6 years ago. At the beginning of the year I had cause to go into the shed where the bike has been stored and was dismayed to see how much the bike had rusted during it`s stay. This happened to coincide with my seeing a similar bike with similar mileage (but much better paint) for sale on ebay for £10000. You may have seen it, bright orange paint.
A little while later Covid hit the news and suddenly I needed something to do at home. I decided to give the machine a total respray which I have done. See pics below:
So how have I messed up?
Well, firstly I didn`t take enough pics of the bike for refrence, before I started.
Secondly I labelled each loom connection with cheap duct tape and between removing it and refitting, the labels fell off. ?*!!?
Then to compound matters I recovered the loom in fabric loom tape to improve its appearance and now I cant see any of the wire colour codes. Not that I would understand them anyway.
So, good people my question is this; is there anyone here who can help me put this right?
I can take detailed photo`s of the harness and of course I am quite happy to remove the cloth tape if thats necessary. When I turn the ignition on the headlights work but nothing else. It ran pefectly before i stripped it.
The machine has done only 4485 miles from new and NEVER let me down even once. So it is mechanically like new and now has no rust whatsoever so it`s pretty much a new bike. Brembo disk on front and electronic ignition on carbs.
It`s a little bit frustrating to me that after months of labour and great expense now I cant start it.

You have a 2009 in your signature-line but are talking about a 2008, I'm assuming that's just a typo on your end? Otherwise you could just compare side-by-side.Not much difference between the two.
I can't help you with you loom issue other than it sounds like you'll at least have to open it up and trace wire by wire.
One other thing to consider also and from my experience when I did a full stripping/priming and paint... I also initially had starting problems because I had painted over metal parts and areas that needed to be somewhat "bare" to provide a Ground.

You can get a wiring diagram off the Ural website. It is a royal pain but you can use an ohmmeter to trace the wires ad make sure which are which. It is probably easier to do this if you remove all light bulbs and relays so you won't read through the lamps or relay coils. Urals aren't known for retaining the color of their wiring but if your's still have color then the wiring diagram should help.

Often with things like this, you lay the loom back into what you think is the original position, and connectors line up with components, this larger ring connectors obviously goes tot he alternator, these larger ones the battery and starter, these ones, I have no idea, but I'll deal with them later... you get he idea. My advice is to start, then 'figure it out as you go along'. You'd be surprised at how far you can get with this method, as typically the large connectors can't be mixed up, they are somewhat unique. Agree with TFM.
If two connections are not obvious then strip enough to see the wire codes.
The books will have the wiring schematic not the wiring diagram that lays out the runs. Schematic is intended for trouble shooting not restoring a harness.

It is not as bad as you think. Others have already given you good guidance. The wiring diagram will help you sort out those that are not obvious by their position relative to bike components. Ohm meter will help you confirm. If you don't have one, a battery and a bulb or buzzer will do the same.
Take it one circuit at a time. And I would also suggest that you ring out the obvious ones as well just to be sure.
Get comfy, pour a glass of your preferred libation and have at it.

This was never an 'electrical issue', its pilot error.

You're missing the vacuum port to the left carb from the petcock,

Wow, Good Eye Van/Gobium. I did not see that.
Turn your engine with the kickstarter a few times (with the key off even though it's not starting anyway).
If you feel pressure against your foot, take the spark plugs out and watch the gush of gas come out that could definitely ruin your day. Hydrolock.
