Won't start could be anything. But most of the stuff is pretty simple to fix: carbs ignition, fuel supply, plugs, wires, plug caps.

Bring a compression tester with you. If you have compression and it does not sound funky when you kick it over, it's probably worth a risk. That said, a non-running bike is still non-running. Basically it is an assembled basket case.

It is also a 650. Not many parts in the US, at least major parts anyway. Alternator is probably a grenade. That's a $600 fix right off the bat. I'd start at $1000 and wave the cash in his face. My approach for something like this is I am buying the sidecar and the bike is a throw-away.

I'm no expert on older Urals. Was the tele front end used on sidecar rigs in 1996? This might be a bitsa or older bike registered as a '96.

Can sell the sidecar to finance engine repair or get another engine. With the non-leading link front end might make a nice solo.

It's got some of last bottle cap wheels on the wheels visible in the cl photos. 96 would be kickstart only and the alternator would have been a reliable 150 watt type. Electric start wasn't installed it didn't need a big battery or hi output altergrenader.They can be very contrary to get started especially when improperly adjusted.I'm tempted to get it just for the spares.But no start bikes are shunned by the transport folks I used last time.

It's not a CMSI bike. Painted steel rims, bottlecap wheels, and telescopic forks suggest it is a grey market import of a Russian domestic model. Probably has Pekar carbs and a G424 alternator. Not much there to go catastrophically wrong on these besides the crankshaft itself :)

Thoughts?
There are a lot of farkles on here. Ammo boxes x2 / Jerry Can x2 / Shovel holder / Rear rack / Hack Screen. He also has a box of parts for it including bark busters for the handle bars. He says it was running up till a couple years ago. The throttle cable broke, and he never repaired. I do not thinks it's worth $2,000 to me. What is a good offer?

Yikes! It has a altergrenador installed,take that thing off and run it total loss with a big car battery. No sense having to trash another set of timing gears and or crankshaft.Looks like a new clutch cable was installed.

Most likely grey market. What's the title for it say? It could very well legitimately be a '96, but it's likely not a '96 CMSI US import, it has the wrong rims and hubs and forks and a speedo without MPH and I don't know what Mikuni that is but it is not the VM28 the US bike would have.

Surprised to see the headlamp switch removed (as it would have been for legal US export) but perhaps it was done to pass inspection.
