Like most Russian bikes of that vintage, I'd suspect that it is up under the dash someplace.
It should be a round metal type.
As usual, Ernie Franke is a huge resource for the older Russian stuff.

traced 2 wires which seem to be the flashers, would they have the flasher in the dash
by the speedo ? that's where the tapped up wires where?????

Can't seem to find an exact location on the MT10 but the flashers on Urals are usually up inside the headlight bucket or behind the headlight/under the dash.
Have you looked in the headlight yet?
Follow the wires from the turn signal switch, noting the colors and see where they lead.

not in the headlight bucket, the 2 wires both with very small ring terminals are in the
area by the speedo and ignition switch, looked up dnepr flashers and they have screw fittings. so must be small if it fits there.......

The original flasher unit on my 2001 Ural Patrol featured threaded attachment points and was located near the fuse panel in the headlight bucket. I replaced it with a modern flasher relay.

Since the replacement flasher had no attachment method, I simply pried the mounting bracket off of the original...

...and bonded it to the new device with cyanoacrylate.

It was quite effective.
