Hey rusty You Ural has solid lifters where you Indian has modern hydrolic lifters, so it will be quite compared to the Ural. I don't know your exact generator
but on the old bikes I work on
a shorted armature is common
and needs to be checked with a growler
to tell if it shorted out
It sounds like you have covered everything else

I seem to remember it comes right up to near them. The biggest thing I remember is they need a specially tailored tonneau to fit over them and cover the sidecar. Standard tonneau won't fit over them.
